Killing suspected terrorists would not be a good idea - instead, we should capture them and give them a fair trial. If it’s essential to seek out information from drones with the suspicion and factual evidence of a U.S Civil threat than I believe it should be deemed necessary to do s. Killing terrorists with drones on the other hand can be deemed necessary only if you see them physically planning an attack or attempting to attack in the process.
